Resolved at the November 10-11, 1979 LNC Meeting:

OPEN MEETINGS AND RECORDS: National Committee meetings, National Committee Subcommittee meetings are open to Party members. (Of course, participation is not permitted, except by dispensation of the meeting chair; disturbers will be removed). 

Note: This was indexed in an official Resolution Index and identified as Resolution 114 therein. That document also seems to note that this was amended via resolution at the November 22-23, 1989 meeting. This is the language as amended.
