Joe Carl White is a freelance IT consultant and professional singer in Houston, Texas. White currently volunteers on IT matters for the Harris County Libertarian Party. He is currently the president of Brazoria County Municipal Utility District #22 (2020 to present), having previously served as secretary since the board's inception in 2001. White first joined the Libertarian Party in 2013 after having supported Gary Johnson's presidential campaign the previous year.

White received a BA with a triple major in Economics, Managerial Studies, and Religious Studies from Rice University in 1989, and has done graduate work at the University of Chicago Divinity School and the LBJ School of Public Affairs at the University of Texas at Austin. While at LBJ, he did an internship in the Ministry of Foreign Affairs of Hungary in the summer of 1993.
